PASSPORT AND PCC SERVICES
PASSPORT
All Passport applications should be submitted in person, to enable physical identification of the applicant, for physical verification of supporting documents, and for appending/affixing signature/thumb impression on the completed application form before final submission. Even minor children (except newly born babies) are required to be present at the time of submission of application.

Revised Fee for Passport  and Passport-related services w.e.f. 01.07.2026 (excluding 1.000 KD- ICWF charges)

Important points to note:
1. Tatkal cases:  The application should be accompanied by an undertaking in the prescribed format detailing the reason/s of urgency, copy of three photo (for minor two) Identification documents in India in the present address and prescribed fee.

Approval for Tatkaal category service will be granted by the Embassy for applicants meeting the eligibility criteria, based on previous Passport data, supporting documents and relevant guidelines in this regard.
Once an application is accepted under Tatkaal Category with prescribed fee, the Passport will be dispatched within 3 working days.

2. Photograph Specification: 
Photograph, to be uploaded and submitted, should be as per the following specifications (as per ICAO standards strictly from 01 September, 2025) : 

• Close up of the head and top of the shoulders such that the face takes up 80-85% of the photograph.
• The photograph should be in color and dimensions should be 630*810 Pixels.
• Photos should be unaltered by computer software.
• Background of the photograph should be White.
• The photographs must–
• Show the applicant looking directly at the camera.
• Show the skin tones naturally.
• Have appropriate brightness and contrast.
• Show the applicants eyes open and clearly visible.
• Should not have hair across the eyes.
• Be taken with uniform lighting and not show shadows or flash reflections on the face and no red eye.
• Mouth should not be open.
• Be taken from distance of 1.5 meters from a camera(not too close)
• Should not be blurred
• It should have full face, front view, eyes open.
• Photo should be present full head from top of hair to bottom of chin.
• Centre head within frame (head should not be tilted).
• There should not be any distracting shadows on the face or in the background (should not have reflection of the glasses; glasses to be taken off to avoid reflections).
• Illumination shall not cause any red eye effects visible in the eyes or other effects reducing the visibility of the eyes.
• Head coverings are not permitted except for religious reasons, but the facial features from bottom of chin to top of forehead and both edges of the face must be clearly shown.
• The expression on the face should look natural.

3. Police Verification: Passport applicants may kindly note that the prior police verification (Pre - PV) in India is mandatory in certain cases where it is required as per the Passport rules and regulation. Time taken for verification by the State Police authorities differ from State to State. Since State Police Authorities in India are authorized up to 30 days for completing verification, applicants are advised to make provision for sufficient days for application processing, which involves Document and Data Verification, Granting, Police Verification, Printing, Lamination and Dispatch of Passports.
In cases where prior police verification (Pre-PV) is not required, application processing will be completed at the Embassy in 2-3 working days excluding dispatch time.
Cases where incomplete application, incorrect details, photographs not as per prescribed format, signature mismatch, lack of supporting documents, absence of prescribed Annexures/Declarations etc, are noticed at the time of processing, applicants will be contacted for further course of action, and this period will be added to the processing time.
4. Correction/modification of entries in the passports: For any queries related to correction/modification of entries in the passports, applicants may visit the Embassy on any working day between 08:30 AM to 12:30 PM (Counter no. 4 in the Consular Wing) with all the documentary proofs (in original) available with them for carrying out the correction/modification in their passports. The officer in the Passport Section will examine the documents and give the approval, if found in order, on the passport application form.

5. Photography/Videography/Recording with any type of Camera/Mobile phone is prohibited inside the premises of the Embassy and inside the CPV Outsourcing centers. All these office spaces are monitored on CCTV cameras and suitable action shall be initiated against violators of these norms.
6. Residency requirements: Applicants who do not have valid resident visa in Kuwait as on the date of application (entry visa/ residency visa/ visit visa expired) shall be issued Short Validity passport, subject to all other usual checks and procedure.

POLICE CLEARANCE CERTIFICATE (PCC)
A Police Clearance Certificate (PCC) is normally issued by the Police Station authorities in the concerned State/UT in India under whose jurisdiction an applicant has resided while in India. All PCC applications should be submitted in person.
